The West is a 790,000 SF mixed-use development including approximately 431 units, 300,000 SF office space, 17,000 SF retail/commercial space and 5 levels of underground parking in a seamlessly connected and collaborative environment. This new $400 million mixed-use project is located on the site of the former county courthouse in downtown San Diego and includes residential apartments, office space, commercial space with retail and an indoor/outdoor fitness center that balances work and wellness in a luxurious recreation environment.

Located at the start of Union Street, a designated green street, West serves as a focal point by cantilevering over a public plaza that serves as a communal living room for downtown residents. Additionally, the nearby SDMTS Blue and Green trolley lines, accessible via the Courthouse Trolley Stop, make car-free commuting easy for tenants and employees, including SANDAG, who chose this location to emphasize their commitment to public transit.
Reflecting on the evolution of San Diego as a commercial hub teeming with highly educated tech talent, our office spaces are truly state-of-the-art. Sustainable, connected, and collaborative by design, these expandable spaces, with floor-to-ceiling glass letting in natural light, with outdoor balconies offering expansive views empower people and innovation in the heart of downtown. Floors 2-8 of West consist of +/- 41,000 SF floor plates offering an efficient layout for open office or dense private offices, all while maintaining views and access to outdoor balconies. Its scalability provides future expansion options for a total of up to +/-880,000 SF of office space on two contiguous blocks.
Outdoor balconies and amenity decks for improved outside air work environments improve air ventilation at a rate 30% greater than normal standards creating enhanced indoor air quality. Touchless and water conserving restroom features, onsite shower, locker, and changing facilities, electrical vehicle charging and clean air vehicle parking further offer greater sustainable measures that set West apart from its downtown counterparts.
The development solutions for West focus on the creation of mixed-use residential, office, restaurant and retail uses adjacent to the existing civic buildings, such as the various courthouses that line our “green street” of public venues and parks which combine to serve the “Public Benefit.” This approach replaces the 3-block county courthouse and jail site with mixed-use residential, commercial, and retail to enliven the area and create activity at the ground plane. The entire site is interconnected, with active zones as well as quiet areas for an enhanced pedestrian experience.
The “set-back” residential tower along A Street creates a new activated ground plane to replace the “dead” zone created by the existing one-way street. Likewise, the combination of both high-rise residential tower and low-rise commercial building allows residents to become restaurant and retail patrons after hours, enlivening the green spaces and kiosk pavilions with outdoor activities, social gatherings, live musical performances, and evening dog walks.
The WELL Building Standard applied to the West, with its seven core concepts, is revolutionizing the way people think about buildings. It explores how design, operations and behaviors within the places where we live, work, learn and play can be optimized to advance human health and well-being.
The West development plan takes advantage of the opportunity to “tie together” all municipal facilities within the Civic Core, resulting in a mixture of uses that create a 24/7 “community” by bringing together residential, restaurant and retail uses, and transforming the current “government only” environment. The 8-story office space within the 37-story tower features large floor plates (30,000 to 35,000 SF) to attract tech companies and promote a dynamic workforce downtown. The 431 apartment units in the tower building will include 87 designated as affordable housing units.
As the first among a series of mixed-use projects along the C Street corridor and Union Street, West is leading the revival of an area that has seen little development over the past 50 years. Its landmark position at Union and Broadway anchors the green street concept and transforms the corridor into a vibrant destination.
